The Board Approved the Number. Who Owns It Now?
The executives who approve a technology investment move on to the next decision, but the promise still needs an owner. Mpho Matsitse's proposed 2027 keynote shows CIOs how accountability for that promise survives every handover.
On 23 October 2026, ITWeb published preliminary findings from its Brainstorm CIO Survey. Among 108 respondents, CIOs rated their organisations' ability to demonstrate returns on technology investment at 6.9 out of 10. Budget constraints were cited by 67%, and change management and culture by 59%. [ITWeb's CIO Survey findings](https://www.itweb.co.za/article/cios-under-pressure-to-prove-ais-business-value/lwrKxv3Y8o6Mmg1o). Mpho Matsitse has worked on both sides of the investment decision. He helped build business cases for enterprise technology and later carried responsibility for commercial performance. We propose a keynote that follows the value promised at approval through three handovers: • From the approving executives to the implementation team. • From implementation to the business unit responsible for changing how it works. • From project closure to the executives reporting the commercial result. People and responsibilities change. The commitment to the original result needs to survive those changes. Mpho's framework gives each handover an accountable owner, an agreed measure and a review date. Speak So You Are Heard, ASB's leadership communication programme, offers a separately scoped workshop for interested CIOs or their organisations, subject to ITWeb's agreement.
About this collection
The value promised at approval must survive every handover. ITWeb's 2026 programmes have examined how data becomes decisions and how organisations prove AI's value. Mpho follows a specific question through the entire investment: who carries responsibility for the financial result once implementation is complete? We propose a 35 to 40 minute keynote, including moderated questions, using a worked enterprise scenario to follow the investment case through approval, go-live and operational ownership. The case is illustrative until Mpho approves a suitable practitioner example for the presentation. Delegates leave with a test for their next investment review: who owns the measure, who produces the evidence and when is the result reviewed? Mpho joined the closing CIO panel of ITWeb's CIO of the Future Enterprise Forum, presented with BCX, in August 2023. His experience in technology investment cases and commercial operations gives him a relevant perspective for a return to ITWeb's executive programme. For Brainstorm editorial: The business case outlives the project We propose a separate article or interview examining the responsibility for an investment after the system goes live. Implementation teams leave, operating priorities change and the commercial commitment remains. Mpho examines how leaders retain the original measure, assign responsibility when roles change and report the outcome to the board. The editorial proposal stands on its own and goes to Brainstorm's editor for consideration, independently of any speaking engagement.
